How to issue Minor Passport in India?
Hello prospective applicant!
As you might know, it is no longer allowed for the minor’s name to be endorsed in the parent’s passport. According to the new amendment, a minor needs a separate passport. Here’s some information from official sources that might help make the process clearer for you for minor passport in India.
Who is a minor?
Anyone aged below 18 years is a minor.
For how long is the passport of a minor in India is valid?
- For minors aged less than 15 years, the passport is valid for five years or till the time they attain the age of 18 years, whichever is earlier.
- Minors aged between 15-18 years can apply for a 10 year validity passport or one which is valid till they attain the age of 18 years.
Also, only a 36 page passport is issued to minors, not a 60 page one.
How to apply for a passport for minors in India?
The application process to apply for a fresh passport for a minor remains the same as that for an adult.
Application Process:
- Go to the official website and click on “New User? Register Now” box on the left side of the page and get registered.
- Activate your account through your email as asked and login.
- After that, click on the link “Apply for Fresh Passport/Re-issue of Passport“.
- Fill the form online and submit it. You can also download the pdf file of the form, fill it offline in the pdf itself, upload it in your account as an XML document, and submit it.
- Click on the “View Saved/Submitted Applications” option on the left.
- Select your application using the radio button, and click on the link “Pay and Schedule Appointment” to pay and generate your Application Reference Number (ARN). Book an available appointment slot which you find convenient.
Note: Many PSKs (Passport Seva Kendra) also allow for direct walk-in for minors at the office, after you show your application printout. Generate the ARN at least one day before going there. Check the walk-in timings with the PSK you plan to visit. In addition to this, make sure you check for any advisory given at the concerned passport office about the age limit of minors who are allowed for a walk-in appointment.
Payment:
There are three methods of payment available according to the official website:
- Credit/Debit Card (MasterCard and Visa)
- Internet Banking (State Bank of India (SBI) and associate banks and Other Banks)
- SBI Bank Challan (Visit: http://passportindia.gov.in/AppOnlineProject/online/procFormSubOnl).
Printing the application form:
- Click on “Print Application Receipt“. It contains Application Reference Number (ARN)/Appointment Number and payment information. Make sure that the bar code is printed clearly and that the form is error free.
What documents do I need to carry to the PSK?
- All minor applicants below 4 years of age need to carry a passport size photograph on a white background with 4.5 cm (length) * 3.5 cm (width) dimensions. For others, the photograph will be captured at the PSK/PO itself (Visit Ques. 18 here for more details on photograph specifications).
The documents required may vary according to the following criteria:
- Minors between 15 and 18 years of age wishing to obtain full validity passport of 10 years
- Minors from Jammu and Kashmir (J&K)
- Minor children of Government/PSU/Statutory body employees
- Minors from Nagaland
- Parent(s) holding valid Passport with spouse name endorsed
- Parent(s) resident abroad
- For Adopted Children
- Parents Divorced
- Parents Separated but not legally divorced
- Single Parents
- Passport applied by one parent when other parent not giving consent
- Passport applied by Legal Guardian
- Students staying away from their parent’s current residence
- Passport applied by guardian when one or both parents not giving consent
- Children born through surrogacy
- Neither parent holds a valid passport

In addition to these, the following cases would require additional documents as mentioned below:
Case 1: Parent(s) of the minor hold a passport without spouse’s name on it
The parent(s) first need to get the name of their spouse endorsed in their passport. This can be done by applying for a ‘re-issue’ of passport and getting the specified change done through change in personal particulars.
If either parent has the above condition satisfied, the minor’s passport would be issued without any Police Verification.
Note: It is not necessary for the parent(s) to hold a passport to apply for a minor’s passport. However, if they do, it’ll exempt the child from the Police Verification process.
Case 2: If the father is in abroad
- Submit a sworn affidavit attested by the Indian mission along with attested photocopy of passport; or the mother can submit Annexure C.
- Original passport of parent(s).
Case 3: Passport application of a minor with consent of both parents
Case 4: Applied by Legal Guardian
Case 5: Minors with single parent (One parent deceased)
Case 6: Applied by one parent/guardian when consent of one or both parents is not possible

I want to know how to change name of my 3 yr kid in new passport . The birth certificate has a different name and it is a major change.
I did not see "Birth Certificate" of minor as a mandatory document so can I go ahead and name/rename my kid to a different name while getting new passport
